Since the introduction of our Soviet legislation on abortion, the People´s Commissariat of Health has been the target of many accusations both here and abroad. And even now, many doctors are still unsure how to view our policy on this issue. Shouldn´t the People´s Commissariat of Health be blamed for the decline in morals, or should we assume that our policy gave rise to the social evil of abortion? And for us, as practical politicians, it was crucial to consider the results.
So, shouldn´t we revert to repressive measures? Shouldn´t we criminalize termination of pregnancy, as was the case before the Revolution, and as is still practiced in the West today? Shouldn´t we jail doctors who advise women on contraceptives, as they do in America.
