Деньги списали, игру не передали. Требую возврата денежных средств!

Продавец отказывается делать возврат в полном объеме ссылаясь на свое правило удержания 20% от суммы товара. Аргументирует это что он компенсирует таким образом комиссию платежной системы и сервиса плати ру. Что прямо противоречит п. 4 ст. 26.1 Закона РФ от 07.02.1992 N 2300-1 «О защите прав потребителей»
Ответил он спустя 20 часов после покупки, хотя его рабочий день указан с 11 утра по мск.
Проблему с передачей аргументирует тем что не работал стим в день и время покупки, хотя я у другого продавца купил и у него проблемы со стим не было.

Бот выдал ошибку при получении товара, время покупки не было временем работы тех поддержки, поэтому пришлось ждать пол дня, но в итоге продавец все сделал и товар я получил
