Build the perfect city
At your disposal, a deck of cards with buildings from which you will build a city. Build skyscrapers, parks, residential areas and transport highways. It is you who choose how the perfect metropolis will look like.
Keep a fragile balance
Four factions are fighting for control of the city: capitalists, aristocrats, politicians and ordinary people. They will do everything in order to bend the rest for themselves, and your every solution shifts the scales. Play the role of an arbiter, satisfying the needs of all equally.
Solve the needs of the population
The city is a living organism in which something is constantly happening and requires your attention. Where to resettle the victims from the fire? What to do with a gang that took control of the quarters? The factions will offer their decisions, but to follow them or promote their agent is to decide only for you.

Many different characters live in the city.
