The senior foreman of the construction organization, having sent the documents of carpenter Fedin (his cousin) to the personnel department for registration, allowed him to work. The inspector of the personnel department expressed doubt about the legality of Fedin´s employment, since the senior foreman does not have the right to hire. The chief engineer, the temporarily acting head of the construction department, postponed the publication of the order to enroll Fedin for work until the return of the head of the SMU. As soon as the latter appeared, Fedin demanded that he issue an order and pay him wages.
