The modern realities of post-industrial society, caused by the significant growth of information, open another sphere of human activity - information. Information in the modern world actively influences all spheres of life of not only individual societies and states, but the whole world community. No sphere of life of modern society can function without a developed information structure. Penetrating into all spheres of activity of the state, the information acquires concrete political, material and value expression. Today, no sphere of life not only of individual societies and states, but of the entire world community can function without a well-developed information structure. Penetrating into all spheres of activity of the state, the information acquires concrete political, material and value expression. There is an objective process of becoming an information society in which information activities are the basis of economic prosperity and prosperity [9].
Nowadays, information takes on a material form and ownership becomes very important. Prior to the implementation of any, quite "material", decisions are now being tested in the information field. Analyzing the content and role of information in the modern world, the American researcher Marshall McLuhan concludes: "A truly total war is a war through information." It was he who first proclaimed that nowadays, economic ties and relationships are increasingly taking the form of knowledge sharing rather than commodity exchange. And the media themselves are new "natural resources" that increase the wealth of society. In other words, the struggle for capital, sales space, and so on is losing ground, with access to information resources and knowledge becoming the main one, which leads to the fact that wars are already waged in the information space and through information weapons. Globalization of information resources becomes a determining factor in the existence and survival of modern civilization
