A US citizen appealed to the European Court of Human Rights with a complaint against the Russian Federation. The applicant informed himself that he has a residence permit in Russia and is engaged in teaching activities. He claims that Russia violated his right enshrined in Art. 11 of the 1950 Convention for the Protection of Human Rights and Fundamental Freedoms. He motivated this by the fact that he and several other foreign citizens were detained by police during a rally in the main square of Novosibirsk. They have exhausted domestic remedies. 4 months ago a decision of the cassation instance was received.
Will this complaint be declared admissible at the European Court of Human Rights? Can a foreign citizen file a complaint with the European Court of Human Rights against the Russian Federation?
