October 5 Citizen Burykin addressed the head of the police department with a complaint about the actions of police officers of the patrol and inspection service of the police department, stating that on October 1, at 14-00, he was stopped on the square in front of the department store building, where the police officers, without giving reasons, demanded that he show his passport. Since he didn’t have his passport with him at that moment, the police officers demanded that he go with them to the duty unit of the police department to verify his identity, despite the fact that he showed them his student ID card. He was in the duty unit of the police department for three hours, after which he was released without explaining the reasons for his delivery and without issuing any procedural documents to him.
On November 10, the head of the police department returned Burykin’s complaint about the actions of the teaching staff without consideration, stating in a letter that he had no right to resolve such complaints and advised him to go to court.
Burykin appealed the actions of the police officers to the district court.
