The law of the region approved the qualification requirements for the education and length of service of the municipal service or work experience for filling the posts of the municipal service. After the Law came into force, the head of the municipality dismissed all municipal employees from the municipal service who did not comply with the qualification requirements established by the Law under Part 3 of Art. 81 of the Labor Code of the Russian Federation due to insufficient qualifications. Municipal employees considered the dismissal illegal and went to court with a claim for reinstatement of the municipal service.
